    Eastern Partnership Academy of Public Administration

     

    The Eastern Partnership Academy of Public Administration (AAPPW) was set up during the Polish presidency of the European Union Council. Its concept was announced at the second Eastern Partnership Summit in Warsaw on 29 and 30 September 2011.


    The programme aims to strengthen government administration in Eastern Partnership countries by holding specialist training for civil servants from: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The programme is designed to prepare a professional civil service that will provide expert support necessary for implementing the principles of democratic state governed by the rule of law and the modern economy.
     

    The Academy’s programme is carried out by the MFA’s Department of Development Cooperation in collaboration with the National School of Public Administration as part of Poland’s development cooperation. It covers the following subject areas:

    • European integration, including negotiations, EU institutions, committee procedure
    • Civil service, including managing by values, civil service reform
    • Economy and business, including training in public finances, management control, project management, small and medium-sized enterprises
    • Local government reform
       

    Enrolment takes places through a partner country’s public administration bodies.
